How much should it cost to have someone use a welding torch to cut off my basketball post? - how should a regular inside virgina look like

I tried to dig my job as a basketball and a few feet deep, but the work has not moved.
I have a jigsaw to cut off after about 3 meters above the ground. It appears that the person concerned, which in concrete poured into the tube below the cut.
